Objetivos
This service, which allows a fully telematic processing of the authorisations related to gaming and entertainment and is one of e-Administration?s milestones and which has had the most impact on the user. The Teleprocessing Service is aimed at covering the strategic objectives of the Public Administrations? Information Systems in the 21st Century.: - Open and transparent administration for the general public - Use and publication of the information at all levels - Optimum operation based on the latest computerised techniques To be more specific, the Gaming and Entertainment project seeks to: - Provide safe, reliable and easier means for processing authorisations related to slot machines and entertainment. - Furnish companies, the general public and institutions with a system that automatically processes their applications and that provides control and self management tools. - Provide a total communication system, safely linking all users and the Official Administration.

This computerised service is operated by the Gaming & Entertainments Bureau which currently comprises all companies with gaming activities. It provides for Internet access and authorisation without the need to use traditional methods involving face-to-face visits.It must be pointed out that telematic procedures developed include all the steps of an ordinary administrative authorisation (application, data verification, checking of documents furnished, charging of fees, issuing of corresponding credential). For these steps to be carried out it is necessary to have the applicant´s signature, making it necessary to have available the technology that covers the digital signature. Users identify themselves by means of digital certificates that are on an electronic card that they use automatically to sign the forms, guaranteeing the judicial equivalence of the electronic signature to that of the handwritten signature at the window. The decisions are also signed digitally by the Director of the Gaming and Entertainment Bureau, thus forming a closed circuit. On the other hand, this telematic processing is linked automatically and directly to the Official Register of the Basque Government, giving each application and decision its corresponding number and date of receipt or issuance. Likewise, the payment of the fees that the gaming companies must make is done by electronic payment, by banker´s order. Bank account information must accompany the all applications for accessing the teleprocessing service so that the corresponding banker?s orders can be generated while the application is being processed, making the process fully automatic.On completion of the registration the Gaming and Entertainment Bureau?s database is updated from the file Manager, therefore making the same information available for all the parties involved and to all effects: regulation, management and control for the Administration, and for the running of the business for the Company.

At present, the telematic card has been implemented in a group of companies the manage nearly 80% of the activity within the slot machines sub-sector.Likewise, in those procedures that can now be done telematically, more than 80% of the transactions that used to be done at the window, are presently being done by telematic means, with an rapid progression in use.
