Objetivos
The aim of the project is the implantation of e-Administration in the Valencian region (Valencian Generalitat) through an e-Administration platform that offers the possibility of submitted on-line signed forms and documents, telematic payments, remote inbound and outbound registration, links with management systems and electronic notification. This plan embraces 107 projects, mostly related to ICT as tools of modernisation, optimisation and improvement of the Valencian Generalitat and its relation with the citizens and businesses. In this drive towards the modernisation and rationalisation of the Public Administration being developed by the Valencian Generalitat, the Generalitat On-line project responds to the principles and strategic aims of bringing the Administration closer to the citizen through the use of new technologies, in the pursuit of excellence at all times in the service provided to the citizens. The electronic transaction of public services will speed up the management of the same, and improve the quality of the service to citizens and businesses by offering a new means of interaction with the Valencian Generalitat, in addition to the current in-person and telephone options.
Plan de acción / Actividades
- A study of the services provided by the Generalitat was carried out and, on the basis of 1.600 administrative procedures, some 350 were selected to make up the interactive services catalogue. - An e-Administration platform was designed and constructed to include electronic presentation of signed forms and documents, telematic payments, remote inbound and outbound registration, links with management systems and electronic notification. The legal standards that support the platform were developed, and 217 telematic services have been started up, 73 of them with electronic signature, aimed at citizens and companies. - Start-up of the Valencian Generalitat Interactive Services Catalogue, with 217 Interactive Services - Start-up of the Remote Transactions Platform, totally integrated with the management systems of the Generalitat. - Start-up of the Electronic Notifications System integrated with the management systems. - Start-up of an on-line Payments gateway. - Start-up of the Inbound and Outbound Electronic Register. - Start-up of the voluntary register of representatives, enabling businesses to engage in electronic relations with the Valencian Generalitat. - Development and implantation of 64 telematic services, 15 of which employ Electronic Notification - Definition, development and putting into practice of the Rubric@CV signed document management system, openly distributed, which citizens and companies can download freely, enabling the verification of signed documents, encoding and decoding of documents, signature of documents and packaging of document and signatures.
