New Technologies enable the setting up of a new form of relationship between the Local Administration and its citizens, especially the establishing of on-line public services and taking advantage of New Technologies to improve the participation of citizens in public decision taking processes. To analyse the new concept of e-Citizenship.
E-governance can be considered as a concept that is made up of the aspect of using ICTs to improve public management and the provision of public services (e-Administration), the aspect of using ICTs to improve the consultancy and decision taking processes (e-Democracy) and the aspect of using ICTs to improve the process to prepare public policies, by incorporating more critical players throughout the process (e-Governance)
In all these aspects, the new role of the citizen itself has a special impact. The new relationships emerging from e-Administration have led to the appearance of a new type of citizen, the e-Citizen.
